Contrary to expectations, it found that everal of the above

departments have already been re-established by the former government
on releuse from internment, ith the result that the Centrul Executive
Branch has not had to start from seruten in many cases, but is now
responsible fo- taking over from the Interim Governmont.
The net results of this have been that we find ourselves considerably
in advance of achievements expected within a fortnight of our 1ding

in the colony, but there are certain difficulties to be evercome in
switching from the purely civil pre-war conception to the militury
bucit or C.

certain adjustments 11 be necessary in the establishment as foreseen
